General Provisions
This personal data processing policy is drafted in accordance with the requirements of Federal Law No. 152-FZ "On Personal Data" dated 27.07.2006 (hereinafter referred to as the Personal Data Law) and defines the procedure for processing personal data and the measures to ensure the security of personal data taken by Konstantin Ivanovich Zorkin (hereinafter referred to as the Operator).

2.9. Personal data authorized by the data subject for dissemination — personal data for which access to an unlimited circle of persons is provided by the data subject through consent to the processing of personal data authorized by the data subject for dissemination, in accordance with the Personal Data Law (hereinafter referred to as personal data authorized for dissemination).

2.12. Rights and Obligations of the Operator
3.1. The Operator has the right to:
Receive accurate information and/or documents containing personal data from the data subject;
In case the data subject withdraws consent to the processing of personal data or requests to stop the processing of personal data, the Operator may continue processing the personal data without the consent of the data subject if there are grounds specified in the Personal Data Law;
Independently determine the composition and list of measures necessary and sufficient to ensure the fulfillment of the obligations set forth by the Personal Data Law and other regulations adopted in accordance with it, unless otherwise provided by the Personal Data Law or other federal laws.
3.2. The Operator is obliged to:
Provide the data subject with information regarding the processing of their personal data upon request;
Organize the processing of personal data in accordance with the applicable laws of the Russian Federation;
Respond to inquiries and requests from data subjects and their legal representatives in accordance with the requirements of the Personal Data Law;
Provide the necessary information to the authorized body for the protection of the rights of data subjects upon request within 10 days of receiving such a request;
Publish or otherwise ensure unrestricted access to this Personal Data Processing Policy;
Take legal, organizational, and technical measures to protect personal data from unauthorized or accidental access, destruction, alteration, blocking, copying, provision, dissemination, as well as from other unlawful actions regarding personal data;
Cease the transmission (dissemination, provision, access) of personal data, stop processing and destroy personal data in accordance with the Personal Data Law;
Fulfill other obligations specified by the Personal Data Law.
Rights and Obligations of Data Subjects
4.1. Data subjects have the right to:
Receive information regarding the processing of their personal data, except in cases specified by federal laws. The information must be provided by the Operator in an accessible form and should not contain personal data of other data subjects, except in cases where there are legal grounds to disclose such data. The list of information and the procedure for obtaining it is established by the Personal Data Law;
Require the Operator to clarify, block, or destroy their personal data if the data is incomplete, outdated, inaccurate, unlawfully obtained, or unnecessary for the stated purpose of processing, as well as take legal measures to protect their rights;
Demand prior consent to the processing of personal data for the purpose of promoting goods, works, and services;
Withdraw consent to the processing of personal data and request that the processing of personal data be stopped;
Appeal to the authorized body for the protection of the rights of data subjects or take legal action in case of unlawful actions or inactions of the Operator during the processing of their personal data;
Exercise other rights specified by the legislation of the Russian Federation.
4.2. Data subjects are obliged to:

Inform the Operator about the clarification (updating, changing) of their personal data.
4.3. Individuals who provide the Operator with false information about themselves or another data subject without their consent will be held responsible in accordance with the legislation of the Russian Federation.
Principles of Personal Data Processing
5.1. Personal data processing is carried out on a lawful and fair basis.
5.2. The processing of personal data is limited to achieving specific, predetermined, and legitimate goals. Personal data should not be processed in a way incompatible with the purposes of its collection.
5.3. The combination of databases containing personal data, the processing of which is intended for incompatible purposes, is not permitted.
5.4. Only personal data that corresponds to the purposes of its processing should be processed.
5.5. The content and volume of the personal data being processed must meet the stated purposes of processing. Excessive processing of personal data in relation to the stated purposes is not allowed.
5.6. During the processing of personal data, its accuracy, sufficiency, and, when necessary, its relevance to the purposes of processing are ensured. The Operator takes necessary measures or ensures the taking of such measures for the removal or clarification of incomplete or inaccurate data.
5.7. Personal data is stored in a form that allows identification of the data subject for no longer than necessary to achieve the purposes of processing, unless the storage period is established by federal law, contract, or the party to the contract, the beneficiary, or the agent of which the data subject is. 7.4. Personal data processing is necessary for the performance of a contract to which the data subject is a party, a beneficiary, or a guarantor, or for concluding a contract at the initiative of the data subject, or a contract under which the data subject will be a beneficiary or guarantor.
7.5. Personal data processing is necessary for the exercise of rights and legitimate interests of the operator or third parties, or to achieve socially significant goals, provided that the rights and freedoms of the data subject are not violated.
7.6. Personal data processing is carried out with regard to personal data for which the data subject has provided access to an unlimited number of people or at their request (hereinafter referred to as publicly available personal data).
7.7. Personal data processing is carried out for personal data that must be published or disclosed in accordance with federal law.

Procedure for Collection, Storage, Transfer, and Other Types of Personal Data Processing
The security of personal data processed by the Operator is ensured by implementing legal, organizational, and technical measures necessary to fully comply with the requirements of the current legislation on the protection of personal data.
8.1. The Operator ensures the safety of personal data and takes all possible measures to prevent unauthorized access to personal data.
8.2. The personal data of the User will never, under any circumstances, be transferred to third parties, except in cases related to the enforcement of applicable legislation or if the data subject has given consent to the Operator to transfer the data to a third party to fulfill obligations under a civil law contract.
8.3. If inaccuracies in personal data are detected, the User can update them independently by sending the Operator a notification to the email address dr.zorkin.resto@yandex.ru with the subject "Personal Data Update."
8.4. The period for processing personal data is determined by the achievement of the purposes for which the personal data was collected, unless a different period is provided by the contract or applicable legislation.
The User may withdraw their consent to the processing of personal data at any time by sending the Operator a notification via email to dr.zorkin.resto@yandex.ru with the subject "Withdrawal of Consent for Personal Data Processing."
8.5. All information collected by third-party services, including payment systems, communication tools, and other service providers, is stored and processed by these parties (Operators) according to their User Agreement and Privacy Policy. The data subject and/or these documents are available to the Operator. The Operator is not responsible for the actions of third parties, including those mentioned in this paragraph.
8.6. Restrictions on the transfer (other than providing access) and conditions for the processing (other than obtaining access) of personal data permitted for distribution, as established by the data subject, do not apply in cases where personal data is processed in the interests of the state, society, or other public interests defined by the legislation of the Russian Federation.
8.7. The Operator ensures the confidentiality of personal data during processing.
8.8. The Operator stores personal data in a form that allows identification of the data subject for no longer than required by the purposes of processing the personal data, unless the storage period is specified by federal law, the contract, or the party to the contract, the beneficiary, or the guarantor on whose behalf the data subject is acting.
8.9. The processing of personal data may cease if the processing objectives are achieved, the consent of the data subject expires, the consent is withdrawn by the data subject, or a request is made to stop processing personal data, as well as if unlawful processing of personal data is detected.
Actions Taken by the Operator with Received Personal Data
9.1. The Operator performs the following actions with personal data: collection, recording, systematization, accumulation, storage, clarification (updating, modifying), extraction, use, transfer (distribution, provision, access), anonymization, blocking, deletion, and destruction of personal data.
9.2. The Operator performs automated processing of personal data, including the receipt and/or transmission of the obtained information through information and telecommunication networks or without such transmission.
Cross-Border Transfer of Personal Data
10.1. Before starting activities related to the cross-border transfer of personal data, the Operator must notify the authorized body for the protection of personal data subjects' rights about their intention to carry out such transfers (this notification is sent separately from the notification of the intention to process personal data).
10.2. Before submitting the above notification, the Operator must obtain the relevant information from the authorities of the foreign state, foreign individuals, and foreign legal entities to whom the cross-border transfer of personal data is planned.

Confidentiality of Personal Data
The Operator and other individuals who have access to personal data are obliged not to disclose or distribute personal data to third parties without the consent of the data subject, unless otherwise provided by federal law.
